A Dedicated Californian Fighting for Our Rights

Jessica Morse is the former deputy secretary at the California Natural Resources Agency, running to flip California’s 3rd Congressional District from red to blue. Jessica is a fifth-generation resident of the district which includes Lake Tahoe and the Eastern Sierra. Morse spent her career in public service. She deployed to Iraq with the U.S. Agency for International Development and spent the next decade serving in national security roles in the State Department and Defense Department fighting corruption, human trafficking, and terrorism. Following the devastating Camp Fire in Paradise, Jessica dedicated herself to finding solutions to prevent catastrophic wildfires in California. As deputy secretary, she designed and implemented a national model for wildfire prevention programs that protect California families, homes, communities, and public lands, yielding significant reductions in megafires. Morse is also a member of the U.S. Wildland Fire Mitigation and Management Commission. She was first endorsed by EMILYs List in 2018.

Standing Up to Extremism at Every Turn

As a seasoned advocate and strategist in the battle to protect California’s beautiful lands and mitigate damage from wildfires, Morse will be a strong voice in Congress for climate action and natural resource protection. Morse is also committed to addressing rising health care costs, restoring reproductive freedom, working to improve community safety, and safeguarding democracy against attacks from extremist Republicans who seek to undermine confidence in the democratic process and spread disinformation to dilute the power of American voters. Morse’s mission is to work with Congress to make Californians’ lives better and make sure the people of the 3rd Congressional District have a pro-choice champion in office they can count on.

Unseating an Out-of-Touch Extremist

California’s 3rd Congressional District is currently represented by freshman Rep. Kevin Kiley, an extremist so far right and out of touch with Californians that Donald Trump called him a “MAGA champion.” Kiley is an election-denying conspiracy theorist with ties to insurrectionists who has voted to ban abortion and against funding for desperately needed wildfire prevention. Kiley barely eked out a victory in 2022, and with the help of EMILYs List, Morse is poised to take back this seat for Democrats in 2024 and regain a true pro-choice majority in the U.S. House.
